Jennifer Moore Rattray (she/her)

Fields of Interest

Jennifer Moore Rattray is a proud citizen of Peepeekisis Cree Nation, and an innovative and collaborative leader with more than 25 years of experience. Most recently as Chief Operating Officer, she co-led the transformation of the Southern Chiefs’ Organization into one of the largest First Nation organizations in Canada, building teams and developing impactful programs and services to serve thousands of community members each year.

In 2023, Jennifer accepted an appointment as Ministerial Special Representative to the Minister of Crown-Indigenous Relations, engaging with Indigenous leaders across Canada to deliver a final report on Call for Justice 1.7 and the creation of a National Indigenous and Human Rights Ombudsperson. She was Executive Director of the historic National Inquiry into Missing and Murdered Indigenous Women and Girls, which delivered its final report and 231 Calls for Justice.

Before joining the National Inquiry, Jennifer was an Assistant Deputy Minister with the Manitoba Department of Families, and she spent a decade at the University of Winnipeg becoming its’ first Associate Vice President of Indigenous, Government and Community Affairs. There she identified ways to break down barriers and increase access to post-secondary education for First Nations, Inuit, and Metis people. She began her career as an award-winning journalist working in Canada and the United States.

Jennifer serves nationally on the boards of CBC/Radio-Canada, The Gordon Foundation, the Canadian Institute for Advanced Research (CIFAR), and Canada’s National History Society, as well as volunteers on provincial committees and councils. She is a member of the Institute of Corporate Directors and the International Women’s Forum. Jennifer was awarded the Queen Elizabeth II Platinum and Diamond Jubilee Medals for her contributions.
